About POL‑on network
What is the integrated POL‑on System?
It is the broadest repository of data on Polish science and higher education. In terms of the scope of the data collected it is the largest working public information system.
The data gathered in the System are used predominantly by the Polish Ministry of Science and Higher Education to shape evidence-based science and higher education policies.
The System’s operation and the scope of its data as well as its role among public IT systems are defined by the relevant acts of law and regulations.
The users of the data from the System are, apart from the Polish Ministry of Science and Higher Education, other government agencies, e.g.: Statistics Poland, the National Research and Development Centre, the Central Commission for Academic Degrees and Titles, and the National Science Centre.
The fundamental objective of the System is to exert genuine influence on the effectiveness of public spending on science and education.
POL‑on has introduced easier ways for higher education institutions to perform their obligatory reporting, including remote reporting.
Thanks to the System’s advanced AI algorithms, it analyses violations and trends, which facilitates real-time events tracking and verification based on big data.
Some of the information gathered in the System is publicly available.
Application of the System
The key areas of the System’s application are as follows:
- delivering data for public statistics developed by Statistics Poland,
- electronic reporting for higher education institutions and scientific institutions,
- repository of dissertations and theses,
- support for the assessment of quality in education,
- delivering objective data on science and higher education for students, prospective students, scientists and entrepreneurs,
- reliable assessment of scientific capacity and rational management of resources for science and higher education.

ELA System – the Polish Graduate Tracking System
ELA is a nationwide system for monitoring the economic situation of graduates of higher education institutions (HEIs).
The system uses data on graduates from POL‑on system and data from the Social Insurance Institution (ZUS).
ELA system is publicly accessible.

Repository of dissertations and theses
The Nationwide Repository of Diploma Dissertations written by graduates of higher education institutions gathers
full versions of diploma dissertations defended on Polish universities and HEIs.
Only authorised entities can access the Repository.

INVENTORUM – innovations for the economy
This portal is devoted to innovation and constitutes a platform for scientists, industry and business.
It offers access to comprehensive and reliable information on innovations, projects, entrepreneurs
and scientific institutions as well as subject-matter experts and conferences.

Sharing public data
The largest collection of public data registers open for public use
(based on the Central Repository of Public Sector Information).

Repository of bibliometric data
The Repository contains information on Polish and foreign academic journals
as well as publications by Polish scholars.

Wybierz Studia (Choose Your Study Programme) – information for prospective students
Wybierz Studia is a source of information on the educational offer of HEIs.
It also contains statistical data on student enrolment and other useful data
to facilitate the selection of a matching study programme.

Elections to the Central Commission for Academic Degrees and Titles
Full support for the electronic elections of members
of the Central Commission for Academic Degrees and Titles.

Integrated System of Services for Science – Stage 1
Electronic support for the process of granting subsidies and grants for R&D projects
(through different financing streams); support in organising the process
of calls for proposals and in the implementation / monitoring of all types of projects.

Electronic reporting for higher education institutions and scientific institutions
Finance reporting by HEIs, annual reports on activities implemented by HEIs,
enrolment surveys, institution surveys and many other electronic document forms to be filed by scientific institutions and HEIs.

Public statistics
Data within the system which are used as the basis for statistical calculations presented
to Statistics Poland and Eurostat. It is accessible for authorised users, after logging in.
